Any update on this? Work has already been done. Windows were installed in the cutouts in the foundation.

Person has started the process to apply for a Building Permit. If application is not received by the end of the week, 7/13/18, the Deputy Building Official, will place a second stop work order.

And what about the issue of more than 4 people living in this house? According to zone rules "In no case shall there be more than four occupants due to the City of Bridgeport's Housing Code defining five or more occupants as constituting a rooming house." With all the houses in Lake Forest renting to 5 students, shouldn't this rule be imposed?

The Deputy Building Official has assigned that issue to the Zoning Department. It seems you have a Housing Code and Zoning concern, based on your comment, "According to zone rules "In no case shall there be more than four occupants due to the City of Bridgeport's Housing Code defining five or more occupants as constituting a rooming house." Please contact these two departments concerning enforcement. The Building Department is working on the Illegal Construction issue. Stop work ordered has been placed pending application and permit approval.

So why don't the departments work together to resolve the issue instead of taking care of things individually and closing them out?

The Building Department sent a Notice of Violation on August 1, 20018. Receipt returned on August 14, 2018. Please keep in mind each department enforces different regulations. We can only enforce the State Building Code. You need to contact the Zoning Department regarding zone rules. Zoning Department number is 203-576-7217.
