Side walk in front of house at 423 W 4th st has raised up my child hit this bump in his wagon busted his lip needs to be fixed safety concern. Also owner has 4 vicious dogs that constantly try an bite anyone that walks pass fence owner sits there an tells people they need to walk their animals on other routes so it doesn’t effect her dogs
