Since there is no wording in the compost guidelines on the city website that the city-issued collection carts are not interchangeable by use category, and given that they are all the same design & specs, different only in their colors and text, and that they are all picked up by trucks with the same cart-handling mechanism, please explain why it is not acceptable for the carts simply to be re-labeled for applicable re-use. For many previous leaf collections spanning several years, including several weeks of this current leaf collection season, the compost has previously been emptied from this clean blue cart that is clearly marked for compost, as shown in the attached photo and also as acknowledged by the driver. Please explain the deviation from this past practice, especially given the shorter-than-normal leaf season caused by unusual weather, and given multiple reports missed compost pickups from around the city despite "proper" curbside preparation.

The cart must be a City provided brown compost cart. This allows for efficiency through a uniform process that is easily recognizable by any solid waste driver, including temporary or new drivers.
