This manhole cover has been loose since the construction last year. It was fixed once but now it's back to loose and noisy, and getting worse. Why can't this be fixed once and for all? Given the volume of traffic on Washington St., the noise is constant, click-click several times a minute, round the clock. FIX IT, PLEASE.
