Description
There is a significant amount of trash and debris piling up around the Ashby exit at Shellmound Street from what appears to be a homeless encampment. This trash has been falling onto Ashby at the underpass and is posing a hazard to motorists and anyone who may be walking in the area.

My main problem is how should we homeless logically dispose of our trash on a regular basis if its $29 for a bag of trash? If people really think we like living in all this filth, think again.
Back before the city manager and parks and recs director had my rv towed from the marina, leaving us on the streets; i had requested for temporary garbage service at my own expense for all of the rvs. I didnt think it was right for us to use thr dumpsters that the boat people paid for or to put in the few containers in the park.
I wanted us to be responsible for our own trash.
I was denied that service. I then offered to pay the marina for the use of their dumpster, FOR ALL OF THE RVS, and again was denied.
Yet still in all of that WE KEPT OUR ENCAMPMENT FREE OF ALL TRASH. Despite what Mr. Chakko, berkeleys media spokesman, said; there was never, ever, one needle, one piece of drug paraphanelia or containers of human waste left laying around.
The homeless are not monsters or animals. We are humans. We cant stand living like this. We are given no choice.
And for those of you who say we should go elsewhere... Wake up. The ENTIRE UNITED STATES HAS THE SAME PROBLEMS AS BERKELEY AND OAKLAND. ONLY WORSE.
This nightmare could be ended. Correctly.
But somehow for some reason our city and county and self governments arent allowing it too.
Stop believing the storyline. None of these "services" or city officials are doing the right things to change this. They are causing it. Im raising my child on the streets and NOT BY CHOICE.

As to your comment about us being in one of the most expensive places to live; my response is, so what. The fact is thus is where we are. This is not about whether I should go somewhere cheaper. I've done that. The cheaper put us in a place where the water was so polluted I got sick. The cheaper place with polluted water has a water company with rates over 500% higher than anywhere else in the United States. The water bill alone killed us. The cheaper meant a lack of proper healthcare. That meant we lost our home and had to return back to where we are from.
You know that program Homeward Bound? It sends homeless back to their old cities. Turns out some people have left berkeley and had to come back.
The other part of my so what response is this: berkeley and alameda county have received multiples of millions of dollars for years to help homeless. Yet they have structured their services so that in the long run very few people really become I'm homeless. This is wrong. If you pay taxes then you'd should be very upset about this. As much money as taxpayers have paid, most of the homeless could be been housed and received the other necessary services they needed. No one spends your money like they could and should. They just push papers and run you in circles. Just like they do to us.

Hello City Manager's Office,
Has there been any follow-up from the Public Works Department? The trash and debris that make up this encampment have continued to pile up. Over the last couple weeks, rats have been spotted among the debris when exiting the freeway on Shellmound. This is a health hazard for those living in the camps as well as the homes and businesses in the vicinity.
