This is not a 311 issue. If you are really concern about the welfare of the children at this property, as an adult, you actually have a responsibility to report suspected abuse to Child Protective Services. AGAIN, if your issue is noise call HPD non emergency number or here's one better, talk to your neighbor about the noise. Documenting this on 311 will not solve your issue.
