Washes, culverts and drainage areas are handle by Department of Neighborhood Resources. I have forward your request and unfortunately I don't have a turn around time for clean up.

. . . per the pictures on see click fix the red and black lines are not considered graffiti. It has to be actual writing or drawings for it to be removed. Owner of property will need to take care of.
