Thank you for reporting this. I have personally visited this location today, February 6, 2019 at approximately 10:00 am, and I saw the personal possessions of the person who's typically at this location. I've also followed up with members of our Police Assisting The Homeless (PATH), who have met with this individual to offered assistance. My understanding is that the personal possessions will be removed very shortly. If not, our Codes Compliance staff will take action in accordance with the City's established policies and procedures. Thank you again for reporting this to us.

Thank you for your efforts Ms. Jones. As of 11:30am, 02/07/19 there is no detectable change in this situation. The gentleman and his big heap of stuff are still there.

In his 2014 recommendations to the city, Dr Marbut stressed the need for and use of consequences to compel uncooperative individuals toward transition (see http://www.stpete.org/community/homelessness/seven_guiding_principles_of_transformation.php). Clearly the consequences imparted by the city are ineffective. The gentleman in question returns again and again with impunity. It is clearly a battle of wills between him and the city's authority and the tax paying citizens are losing.

I suggest making his chosen home inhospitable to him but in a harmless way... install a bike rack that would make it impossible for him to use the cement pad as his home. Or, place a large object of art or a big anchor or ship's cleat that messages the area's working waterfront aura. How about a big planter like those recently placed along 1st street? Anything that blocks his access but has comparatively better aesthetic appeal. Or just remove the cement pad entirely.

Where does the adjacent property owner's responsibility come in (Duke Energy)? Right of way ordinance says it's up to the property owner to maintain easements and rights of way consistent with code or face code enforcement action.

While everyone's efforts are appreciated, it's time for someone to think outside the box and devise a creative solution that gets this fellow, nice as he may be, moved away from this location. Otherwise, the city exposes itself to selective enforcement litigation every time it penalizes others for violation of city Code 1973, 20-11(b)(5); Ord. No. 815-G, ~ 1,2,3-15-07. Perhaps an investigative journalist would have interest in the criteria used by the city to withhold action against this x3 years habitual offender?

As of 530pm on 02/08/19 the rubbish heap of personal possessions remains strewn around the right of way. Please do not mark this item closed until the reported issue is resolved. Congrats for being in the top 20 cities for SeeClickFix results!

Still there, and it appears to be spreading? I had the unpleasant experience to bicycle past the "pile" and the odor was very strong. It also appears that there is another temporary residence starting right next to the Brooker creek bridge. Please follow through on this.

As of 330pm, 02/10/19, persons and possessions still there junking up the corner of 13th Ave S and 3rd St.

The illegal pile of personal possessions is forever enshrined on Google Maps street view... a tool used by developers and real estate people to scout areas remotely. When may we expect the city to enforce the standing ordinance? Coincidentally, there is a SPPD squad car ~40 feet away from this serial violator guarding the movie set at the vacant lot on the SW corner.

Reference 02/06/19 post above... many actions were promised in the official city response from Theresa Jones, Manager Veterans, Homeless, and Social Services. As of 0945 on 02/14/19, none of the promised actions have occurred. Question: all of the comments and other information posted here are public record, correct?

The city obviously intends to do nothing about this. I'd like to know where they draw the line on allowable code violations.( South of Central perhaps?) I see tax paying citizens cited and fined for much smaller infractions than this on this site daily. The are also followed up on by the proper department to ensure there isn't a repeat violation. So can someone at the city please tell us why they choose to turn a blind eye to this particular situation? Are some laws and codes not applicable to certain neighborhoods? ? Maybe I should set up camp with a reeking pile of filthy blankets and belongings on the corner of Brightwaters and an Snell isle blvd NE and see exactly how many MINUTES it takes before I'm removed..................

I have been convincingly assured (in writing) by an SPPD sergeant that this issue will be resolved in a satisfactory manner in the very near future...

Regarding the city's post on 2/6, has this issue in fact been reported to codes compliance as promised? If so can you post the case number so we can monitor the progress? Thanks.

02/26/19... poor guy still out there... sitting in the rain on his big pile of junk. Getting the fellow into a better situation while reducing blight in the area seems like a real win-win for St Pete! Sad to admit it seems the PATH program is as ineffective as preceding efforts :-(

Seems as though someone either shooed him away or he hid for a few days while the film crew was there, but his pile, including what looked like jugs of urine, remained in the bushes. He's back though, and the city hasn't made good on their promise to deal with him.

The city municipalities have made it clear in reference to this growing issue . With rewarding this issue with free bikes to commute into numerous neighborhoods to sell drugs and trash them out use our neighborhoods as rest rooms . Being very aggressive confronting loiter panhandling trespasses loaf prowl using alleys parking lots to sleep . All I hear from municipalities is just wait its gonna get worse. Not very reassuring .

That guy is a staple of that area. He has become a land mark right there! Instead of sending him away. We should make a story about that beautiful man. Has to be a record of some sort to have lived and sat in that spot for this long under one umbrella. Weird chose of digs, there is not even an overhang to hide under. I remember this guy being there two years ago!

Based on comments from the now archived Issue 5470203, there does seem to be sufficient interest in a citizen organized "beach clean-up" of this location (13th Ave S and 3rd St). Once I have secured permission (and possibly support!) from the property owner, Duke Energy and any required city permits, I will create the event on Nextdoor.com. I will also speak with contacts at the Harborage Marina about providing event details to their boat owner community who might be concerned about human feces streaming under their boats via Booker Creek.

Despite the very recent removal by the city of the cement pad, the gentleman and his pile of junk are still there in the rain as of 0900 on 03/05/19.

As of 0940 on 03/08/19 the personal possessions are still being stored in the right of way and the individual is still sleeping on city property in the right of way in explicit violation of two ordinances that are specified on the StPete.org Homelessness policies website.

We used to have benches in this neighborhood. They were all were removed thanks to the homeless sleeping on them. Add to that the filth and trash and now DISEASES they are spreading and I think we have a good quality of life and reduced property value class action lawsuit against the Salvation Army and the City for not doing something about this.

Send them all to Australia! Oh wait that place is now a civilized country. Uh, now I don't know what to do with "these" people.

Why is this man still there, why isn’t the city doing something besides canned responses and false promises? He needs help whether he “agrees” or not.

What’s the mayor’s home address? Maybe a camp-out protest in front of his yard would spur action.

Thank the "mayor"...he is too busy with the plans for taking up valuable lane space on our roads for "ALL THOSE BICYCLES" and "ALL THOSE PEDESTRIANS" that travel 16th Street since he's already ruined 9th Street. He doesn't have time to address REAL problems...he's too busy creating them.

Funny how they acknowledge but never open anything now so the city doesnt have to respond.if it's not open. That's their way of not doing their job

We all complain complain complain… But it REALLY is DISGUSTING how the city ignores us I mean let’s face it if this guy was camped out on Beach Drive he would not have been allowed to stay there for five years… Not even five minutes! It’s just so sad that the city ignores the people south of central… Someday they’re going to want our support and they’ll come begging....

Again this area is used as urine storage, guess the city likes seeing jugs of urine.

The city won’t cite anyone unless they can make money off of them. The codes department is a cash cow for the city this is why they won’t take care of the homeless problems or any other issues that are against code around here. Take a look at all the violations… You never see codes doing anything about the homeless, the builder/developers or the wealthy. It’s always the low income and middle income people who get hit with fines and violations. As an example , the guy who owns the Tonys Meat Market Plaza has had apartments in there for 20 years yet he has never applied for the proper licenses. The code department has been made aware of it… Yet no fines given and he continues to rent out his apartments. The developer across the street from me has had multiple violations for over a YEAR yet no fines given. I had 4 inches of growth on my sidewalk for 10 days and I was given $100 fine. We need some big changes in the codes department starting from the top down.

I sent a link to this issue to the Tampa Bay Times. Hopefully they’ll do an investigative report into this ongoing problem we have with the codes department ignoring people south of central as well as letting wealthy developers get away with breaking all the codes and not being issued any fines. This is truly one of those situations that the Tampa Bay Times should love looking into and plastering all over their front pages so let’s keep our fingers crossed!
