Thank you for contacting the City. I appreciate your concern, however, we cannot take complaints as it’s currently snowing and/or it hasn't been 24 hours since the snow stopped falling. City code allows 24 hours after the snow stopped falling for snow and ice removal, and since it started snowing again, we cannot take complaints until that time.
If the property owner hasn’t shoveled after that 24-hour period (after the snow stopped falling), please let us know. Thank you.
City Code 113.02 states the owner or occupant of any building or lot abutting a public sidewalk is responsible for and shall remove any accumulation of snow and/or ice from said public sidewalk within twenty-four (24) hours after the snow and/or ice has ceased to fall, gather or accumulate. The cleared area must be the full length and width of the sidewalk and sidewalk ramps must be cleared to the street. If the walk is covered with ice, please salt and sand as needed.
Thank you for contacting the City of Saint Paul. I understand your frustration. If the complaint was entered in yesterday, it would have been closed today in compliance with the city ordinance of 24 hrs. If you want further information, please give us a call at 651-266-8989.
This issue was reported at 7:00am yesterday and it hadn't snowed in well over 24 hours. By deviating from the normal pattern of response the same business day and delaying action until a predicted snowfall has occurred, this demonstrates a lack of intent to follow through. Doing this introduces faulty logic that appears to assume a derelict property owner will somehow fall into compliance with another snowfall or will be able to abdicate their responsibility in perpetuity on the premise it has snowed every other day.
Please understand, I will vigorously engage my elected representatives to address what appear to be a systemic failure to adequately support citizen safety, welfare, and mobility.
Thank you for contacting the City of Saint Paul. A letter was sent to the property owner and occupant. Forty-eight to seventy-two (working) hours after the letter is mailed, a code enforcement inspector will visit to the property to see if the issue has been corrected. If it has not been corrected, the inspector will issue an order for another City department to take care of the issue, wherein the property owner is charged a fee.
