While I appreciate that this area will be considered as a part of Vision Zero (a great program that I fully support), the residents that live in this area and I are seeking a more urgent solution. The current situation is untenable. It is incredibly dangerous and disruptive to many of the residents that live in this area. We ask that if speed humps cannot be be installed at a point in the near future, the city works towards a temporary remedy until a more long-term solution can be achieved.

We are incorporating the speed hump program into a broader traffic calming policy which would still be petition based, but would encompass a wider menu of traffic calming options including raised intersections and crosswalks, curb extensions, diverters, traffic circles, and other treatments permissible on residential streets. This new policy is to be drafted this year.

I appreciate and applaud the city's efforts to work towards long-term solutions to calm traffic and make our city safer. I am with you 100% on reasonable measures to increase the safety on our roads. However, I cannot stress enough the urgency of the situation on the 11th St. overpass. We aren't talking about a few vehicles a day slightly exceeding the speed limit. We are talking about many drivers throughout the day and night displaying an astonishing disregard to safety. I routinely observe drivers of high performance vehicles reaching speeds of over 100 mph on this stretch of road, most often in the evening hours although reckless driving occurs throughout the day.

I ask that while the city considers long-term solutions to this and other traffic issues, we work towards a temporary solution to help bring this situation under control. Is it possible to post a patrol or a traffic unit in this area to monitor speed?

The problem is that the 11th St overpass is a private road owned by LeFrak. JC does not have jurisdiction, as far as I understand. People could go 300mph but there is no enforcement on private roads.

The 11th Street Viaduct is under the City of Jersey City not Newport/Lefrak.

After careful evaluation of the request, our office's determination is that traffic calming measures are not necessary on this roadway at this time. Specifically, our crash research shows that there have been no major crashes in the past 18 years (which is the full extent of our records).

Please also note that one of the actions in our recently completed Vision Zero action plan is the development of a more comprehensive traffic calming manual. That is still being drafted, but once complete constituents will be able to submit petitions for traffic calming measures other than speed humps, which are not appropriate on this roadway due to traffic volume thresholds.
