This truck is always parked in the road blocking one lane of traffic causing delays and safety issues. There are so many vehicles parked at this property they seem to use the road as an extension to their driveway.

I will be forwarding this back to traffic engineering to see about possibly installing "No Parking" signs. In the meantime, please call the above number if you see the truck parked out there again. A deputy will be dispatched out at that time.

It’s been brought to my attention that the trucks owner is on vacation and is not present at the property where it is located parked in the street.

The County has has discussed parking concerns with this property owner in the past. I've had discussions with Paul, the treasurer of your Lake Shore Estates Assoc. He was able to address it before. At that time, the overflow parking was also on the Lake Shore Est owned property just to the east of his.

We have a Parking Management Program where Home Owners Association's (HOA) or property owners can create NO PARKING zones within their subdivision. Below are the details:

To initiate the Parking Management Program if there is an active HOA:

1. The HOA sends a letter to Traffic Engineering requesting the NO PARKING area, and listing the reasons for the request – mail delivery, garbage pick-up, vehicle access, aesthetics, etc.

2. The HOA shall include a copy of the HOA minutes showing that the issue of establishing a NO PARKING restriction was discussed and approved at an HOA meeting.

3. Identify the times requested for the restriction – for example, at all times, time of day, days of week, etc.
4. Either show the NO PARKING area on a map, or describe the area sufficiently.

5. The NO PARKING zone must be in complete blocks, or subdivisions. One or two houses cannot be singled out.

6. The NO PARKING zone will affect everyone, including property owners, guests and commercial vehicles.

To initiate the Parking Management Program if there isn’t an active HOA:

1. A concerned property owner lists the reasons a NO PARKING restriction would be beneficial – mail delivery, garbage pick-up, vehicle access, aesthetics, etc. This person then becomes the CONTACT PERSON.

2. The contact person discusses the situation with Traffic Engineering staff, and they develop the NO PARKING zone.

3. The NO PARKING zone must be in complete blocks or subdivisions. One or two houses cannot be singled out.

4. The contact person talks with their neighbors - in the identified Zone – to discuss the effect of the No Parking restriction and decide on the times requested for the restriction – for example, at all times, time of day, days of week, etc. The contact person is reminded to tell their neighbors that the NO PARKING zone will affect everyone, including property owners, guests and commercial vehicles.

5. If the contact person wishes to proceed after this discussion, then the County prepares petitions and provides the petitions with maps, and provides them to the contact person.

Well there is NO active HOA and that is irrelevant to the fact that there is still a safety issue under the same circumstances if this original complaint where service vehicles need access and his truck blocks all access in and out of the neighbor.
All I can say at this point is that if a tragic situations occurs due to the same variables in play, that there was adequate attention and record brought to it ahead of time to traffic engineering and complete and total liability should fall on Pinellas county for inadequately addressing the situation.
