It's impossible to overstate the level of damage on South Carolina SE between 13th and 11th, especially between 12th and 11th. Over half of the potholes that were just filled last week have reopened with the rain on 3/22/19. DC is wasting millions of dollars refilling potholes over and over when this road is so fundamentally broken that nothing will help except repaving.

This piece of road between 11th and 13th SE is completely unsustainable and needs to be repaved as there are more potholes than there is pavement, not to mention the fact that DDOT fills the holes so poorly that the mix comes out at the first rain.
