TDOT maintains the road beds, the City still maintains the medians, grassy areas and side walks. The City and TDOT have already stated this. The City has made reference previously that "a contractor" is responsible for the maintenance of the medians and that the "contractor" has been notified, yet no work is ever done. We are tired of being given the run-around by ALL government entities. Stop hiding behind this site, give us real people and real answers. Who has the contract terms? Who in government can actually get something done about this?
How about the CITY stops saying it is someone else's responsibility, go PHYSICALLY OBSERVE how pathetic it looks and take action? Step up and do something about it regardless of who you are trying to punt it. The leaves have not been thoroughly removed in 2-3 years. These are pieces of trash in there that haven't moved in well over a year. Oh and I've called TDOT. The VM is fantastic at taking message... nothing more.

"While the maintenance responsibility ultimately falls on the Department for Parkway the City of Memphis has been issued a permit to supplement the mowing and litter cycles and the landscaping of the medians. The State’s responsibility is to provide the same Level of Service across the state for mowing, litter, and other routine maintenance activities. The Level of Service that is provided on state routes such as SR277 for mowing and litter removal is 3 cycles throughout the year."
So the City has a "permit" to maintain the medians. The City would not have asked for or agreed to a "permit" unless there were funds tied to it. Does that mean the City is suppose to be maintaining the medians and then billing the State for re-imbursement? Is money changing hands and work not being performed? Very interesting. My thinks the City and/or State would be very nervous to see a FOIA request.

The City has a permit from the State to maintain the medians. All requests to TDOT are explained this way. The street itself, the roadway bed, is maintained by the State, but that is not what we are reporting here. The issue is the median and grassy areas. Which are maintained by the City via a permit from the State. Since this is a City issue, this moderator/official has a duty stop shutting down this report and answer the public's questions.
