SIDEWALK BLOCKING: Maybe permitted (200911302208?), but should not have been! Almost complete blockage of sidewalk, so owner could privatize sidewalk and create level parking spot for himself on a steep hillside. This prevents wheelchairs from using it, and forces pedestrians into the street. They should have to tear it down and restore sidewalk to uniform condition.
