At 8:00 AM recycling material and containers were scatters on the street and sidewalk after the city's recycling truck performed their pickup. This is not the first time I have observed the lousy pickup and scattering of recycling bins. I was observing one worker picking up and emptying the recycling bins without making any effort to avoid loosing parts of the bins content while loading it into the truck. There was no effort to pickup pieces left on the ground.
Also, at two occasions the side walk was blocked with bins.
My perception is, that there is an ongoing quality issue with the pickup and placing of the recycling bins blocking the sidewalk or bike lanes. The design of the open recycling bins are not helpful since the content gets often scattered in to street and sidewalk.
My hope is that the ticket is not just acknowledged, but the city provides some reasoning why the current situation is tolerated or what will be done to eliminate this unnecessary source of pollution.

It happens weekly.
I always need to make sure I clean up the gteenbelt on pick up day because recycling is scattered everywhere after pick up.
If it is not picked up, the homeowner can be charged by the City even though City employees made tbe mess.
Not fair.

I think perhaps you are misunderstanding.
The landlords, residents, and tenants, are picking up the trash, papers etc. The recycling haulers dump in truck (not all makes it in) and the theythe throw the bins off the truck after they have dumped. Papers and other items escape and land on street and greenbelts.
In other words, the recycling haulers are making the mess and not cleaning it up.
Perhaps they are on a timed schedule and they need more time but to charge the landlords?
That cost will ultimatley be put back on the tenants through fees or rent increases.
Not the way to go...
