In my opinion we have a public safety concern here at the entrance to the PATH station on the Summit Avenue side.
Firstly the scaffolding holding those large steel joists doesn't look strong enough to hold the load. If a vehicle backed into the scaffolding it would all come falling down.
Secondly we need professional traffic control on the corner of Summit and Magnolia. The construction workers are not able to control the traffic safely. This morning it was chaos with pedestrians not knowing when they can walk. Many are just risking it by dodging the trucks and busses.

Traffic and Engineering does handle everything related to anything in the right of way. We do have inspectors that understand construction code, but Traffic and Engineering has a lot of really great engineers.
I don't understand the need for a traffic controller at the traffic light at Magnolia and Summit, it's a light just like any other and the construction is nowhere near it. What am I missing? This is a serious question and not at all meant as sarcastic. I might not be understanding the situation and I don't want to assume that I am addressing the real issue, if in fact I am misunderstanding the situation.
Construction workers are never to control traffic. However, there is no permanent obstruction of traffic, so no traffic controller is needed, only flag men at the entrance to the work site.
Now if you are actually talking about the intersection of Pavonia and Summit, that is and always has been a huge disaster. Traffic and Engineering would be able to address the issue (and resolution ) of that intersection. Along with the site approval from Planning, the developer had to conduct a traffic study for the flow of traffic through that area and completely redesign the intersection at the completion of the third tower. They also had to give up a portion of their property in order to create a second, full lane, on Pavonia from JFK to Summit. Looks like this was already done. They will also have sidewalks at least 15 feet wide around the entire property. I believe it calls for 20 feet in the redevelopment plan, but with losing so much property to the second lane on Pavonia, they sought and got a variance to make the sidewalk only 15 feet. The pedestrian traffic on that side is not so heavy anyways.
At the beginning of the second tower, the Public Safety Director's Office stationed one of their staff at the site every morning for several weeks. However, seeing that everything was working as should be, they only go out occasionally to spot check.
Construction Code, Traffic and Engineering, Housing Code, and Public Safety have an excellent working relationship and we keep each other informed on these issues.
I don't know if this information offers any more help or relief. Again, please let me know if I am missing any important points or have failed to address the issues adequately.

I am referring to Summit/Magnolia. There were two 'walk signals' on the Journal Square PATH side of the road. The one on the left near Dunkin' Donuts has been removed, the other one on the right is always blocked by very large construction vehicles. The only way to know if it's safe to cross the road is to look at the traffic lights. This is not always a solution due to busses and other large vehicles.
This intersection is very busy with pedestrians entering the PATH station.

Troy - Ahhh... because I am from the Island sections and I drive from chestnut to pavonia to summit and then straight into the DD parking lot every morning, I did not notice the walk signal down. Sounds like Traffic has jumped on that!
I also thought that Traffic and Engineering already ok'd the scaffolding and that was good enough for us because they know what they are talking about and they would have contacted us if they felt there was still a concern after the scaffolding was inspected. I do not see anything wrong with the traffic, which means it was not on my radar. I deeply appreciate that you clarified.
That is not what they said, they directed you to us, Construction Code. So we will definitely send out an inspector right away. Thank you for being patient with me. Normally the Construction Code Official answers all of these issues directly and I am just covering while he is on vacation.
