Emergency work is permitted 24/7. Who was doing the work? I can't tell from the picture.

They were flushing out fire hydrants; they put notices on our doors twice this week telling us we might lose water while the work was happening. If this is planned out in advance such that it’s possible that residents are advised of possible outages then it clearly fails to rise to the standard of “emergency work.”

Apologies, while doing the work they determined a valve was broken and that it could impact the school nearby. They needed to check the valve ASAP. The remaining work will take place over the weekend.
