The parking department does not have the right to enforce on a private way because of state law. When a vehicle is obstructing access to your driveway I would recommend calling the Malden Police as they have the right to enforce certain regulations on a private ways. I need to call the police department every time someone parks like this? Seems like a waste of tax dollars for the police department to handle parking issues.

Melissa, when the issue can only be remedied by the vehicle being towed (as would be the case with a car blocking your driveway), only a police seargant can order a tow. This is in all cities and towns and is state law. Additionally, on private ways, other remedies (such as ticketing) aren't available to us as an option as it's not a public way and the city doesn't own it. Many residents living on private ways either don't realize it, or don't understand what it really means.
