My HOA shared an update they received from Emeryville Public Works. The squatter camp is on CalTrans land and next steps are with them, CalTrans has cleaned the area twice in the last 6 months. Apparently Emeryville is providing social services to the people there to get them into supportive housing but they are not leading any efforts to have the camp disassembled.
My take is they're waiting for a significant event to happen before taking any action like disassembling and removing people. Nobody from CalTrans lives or owns businesses around here so I doubt they see it as much of a priority.
