My HOA shared an update they received from Emeryville Public Works. The squatter camp is on CalTrans land and next steps are with them, CalTrans has cleaned the area twice in the last 6 months. Apparently Emeryville is providing social services to the people there to get them into supportive housing but they are not leading any efforts to have the camp disassembled.

My take is they're waiting for a significant event to happen before taking any action like disassembling and removing people. Nobody from CalTrans lives or owns businesses around here so I doubt they see it as much of a priority.

I have not personally seen any cleanup efforts from CalTrans in this location in the last six months. The footprint has only extended as camps and litter have appeared on the other side of the freeway. These people may be illegally camped on CalTrans property, but each night they roam the streets of nearby Emeryville, Berkeley, and Oakland as they go through dumpsters, trash cans, and anything else easily accessible. Simply unacceptable given the current public health crisis and government orders to limit outdoor activity.

The public health and safety issue remains.
