I emailed Malinda Figueroa at the city Engineering Department about this a couple days ago and here’s what she said:

“this is the first I've seen this. I'll add it to the list.”

The storm drain entrance is still broken, but some asphalt has been placed on top of it. Kind of ridiculous, in my opinion.
