People who drive with their fog headlights on, but no rear lights on. Maybe they don't realize it, but not all cars rear lights go on when you turn on the fog lights (Volkswagen & Lexus to name a few). On dark and/or snowy mornings, I would think you would want other cars to be able to see you from a distance.

Who in this media is going to fix this problem, it sounds like it's an bad driver problem, and heaven knows we have a lot of those on the road.
I beleive driving laws dictate that headlights, (Driving lights), and tail lights MUST be on one half hour after offical sunrise and half hour after offical sunset, also, when windshield wipers are operating and when certain limited visibility conditions prevail. Fog lights are not mandatory lights but can be used while moving along with low beam headlights only. Parking lights, with or without fog lights are not to be used while vehicle is moveing, this can get the operator cited.
Some people think that by not using head lights thsy are saving the battery, not true. If the battery is dead after using head lights then it's time for a new battery or maybe the alternator is bad.
