Yes, even the greenbelt. The ordinance for accumulations of trash on a property include the following very descriptive language: ... "Property" shall include the abutting area known as the "greenbelt" held to be that area of a public street located between the roadway edge and the sidewalk, or, if no sidewalk exists, between the roadway edge and the adjacent property line.
Code Enforcement recognizes there are times when the property owner or tenant did not dump trash on their greenbelt. We work with those property owners and tenants to try to resolve the issue with them.

That area is the church property but i suspect it was not the church's trash.
