This is really needed at both the ends of Llanfair and Wooded Run, but Wooded Run is probably the safer outlet for pedestrians with respect to sight lines. Both already have cutouts, but the crosswalks are not marked.

My children and their cousins cross this road often to get to our respective houses. People speed often on this road. There is no sidewalk access to the nearest crosswalk from our side of the street. A crosswalk is necessary.

My daughter and other children walk or ride bikes to Atholton High School from Devon Drive and Wooded run. There are no crosswalks to use from our neighborhood to go south towards the school. The community center and playgrounds are also just south of Owen Brown road. It is a much needed crosswalk.

Morning and evening traffic peak hour field observation conducted at the subject location as part of school zone study on March 4, 2019. As part of the study we also reviewed Speed studies conducted by Howard County Police Department (HCPD). The study indicated that the 85th percentile speed, the speed at or below which 85 percent of the motorists drive when unaffected by slower traffic or poor weather, was 39 MPH. During both field observation no motorist speeding was observed, and there was enough gap in the traffic flow for pedestrians from Llanfair Drive to cross Owen Brown Rd to access the eastbound sidewalk. Review of police reported three years accident report did not reveal any pedestrian related accidents along this roadway or Llanfair Drive. No sight distance limitations observed for vehicles exiting from Llanfair Drive or for a pedestrian crossing Owen Brown Road to see approaching vehicles from either direction. For these reasons, crosswalk at this location is not warranted at this time.
