Description
We previously reported a case regarding several 18 wheeler vehicles parking daily along Columbia Road between route 108 and April Journey. The problem has only gotten worse over the last few months. This stretch of road has no fewer then 8 school bus stops and it presents a safety concern for children and residents not being seen getting on and off buses due to these large trucks. This includes trucks trailers carrying 10 or more cars.it has gotten so bad recently that this area has been called by residents a truck stop. HOCO responded previously that trucks can be parked for 6 hours and residents should call police to report trucks for over that time. Residents have done this (daily) and trucks are ticketed, however continue to park along this roadway. Our community spoke with police department that said that the trucks will continue to park as fine is so low and does not offer a deterrent to truck drivers. They also agree and are concerned that this is a safety concern as this a residential area, but only the county can act by prohibiting these commercial vehicles. We ask that the county prohibit commercial vehicles by posting signs before this issue causes a tragic accident.

Intersection sight-distance is to be measured to determine if parking needs to be restricted in excess of the Howard County Code mandated restriction for approaches to an intersecting street..
Additionally, the Department of Public Works is working with the Office of Transportation for the feasibility of implementation of the Bike Howard Master Plan for this section of Columbia Road. The Bike Howard Master Plan recommends marked buffered bike lanes on Columbia Road between MD 108 and Ten Mills Road (https://bikehoward.com/bike-howard-bicycle-network/). Bike lane and buffer markings would be in the footprint of the existing marked shoulders. In accordance to County Resolution 35-2016, the Office of Transportation is required to hold a Community Meeting for public input. When available, meeting information will be posted on the Howard County Government website (https://www.howardcountymd.gov/Departments/County-Administration/Transportation?page=1) and social media.

The functional classification of Columbia Rd is Major Collector. This type of roadway is designed to connect local roadways to one or more major collectors or higher classified roadways like MD 175 & MD 108 where commercial trucks commonly use. During our field observation we did not notice sight distance limitations for motorists exiting from the side streets due to parked commercial vehicles. During our review we did not notice any safety or operation concern along this roadway at this time. For these reasons truck restriction doesn’t warrant along Columbia Rd between April Journey and MD 108.
