Hence why I am waiting for local trash pickup in Spring,
The "food truck" Is legally registered and insured, not sure why you think it should be moved, If anything I will park it on the other side of my house so this "anonymous" neigbor can have a better look at it.
Wind from my property? Are you some sort of wind expert, how did you come to pinpoint the stench of the whole neighborhood to me?

Try calling the windsor/Bloomfield dump, I believe they are open year round and would likely take the carpet. 500 Huckleberry Rd, Windsor, CT 06095 - 860-285-1833
