There is crosswalk without any flashing lights to indicate a pedestrian in the cross walk. People speed regularly down 38th Ave N going over the 35 MPH speed limit by 10-30 MPH. Traffic studies have been conducted by one of your departments in the past few years and nothing has been done to resolve the speeding issues or the danger to pedestrians. I know my neighbor, Doug Werth, has met with city officials regarding this issue on several occasions in the past, and the city has done nothing. Fast forward to the present, my 14 year old child road his bike to the local Publix yesterday which is 2 blocks away from our home. He stood next to his bike on the side of the road to use the crosswalk. Cars zoomed by, then a car stopped so my son went to cross. As he is crossing the stopped car lays on their horn alerting my son so he stopped just in time as a car flew past him and did not even brake. If that person had not blew their horn, my child would have been hit as the car was speeding and there were no lights to alert that there was a pedestrian in the walkway. I have personally seen 3 people injured on 38th Ave N due to the speeding and the lack of crosswalk at an intersection or crosswalk with lighting. I am putting the city on alert right now that if anything ever happens to my children due to the incompetence of no crosswalk at an intersection (38th Ave N and 7th St N) that is used daily by numerous people and no lighting, I will definitely file a lawsuit. OI the past we worked with Mr. Worth and it resulted in larger speed limit signs, and the marked crosswalk between 6th & 7th Streets, which was installed by Pinellas County, as this is a County Arterial roadway, which is expected to carry heavier volumes of traffic at higher speeds. The Police routinely monitor vehicle speeds along these routes and should be contacted directly for enforcement details again.
The Transportation Departments last count observed a total of 6 pedestrians crossing at the crosswalk and 20 in the area, over a 12-hour period. This volume of pedestrians does not meet the minimum threshold to consider implementation of flashing beacons, as there were sufficient gaps in traffic to cross safely, even though the law does required motorists to yield to a pedestrian in the crosswalk, or stop where signed.
The City's Complete Streets Program does however call for a protected crosswalk, as part of the 7th Street Neighborhood Greenway, in Phase 1B which is anticipated to be scoped to a consultant for design later this year. Once completed the program would schedule implementation.
