Thank you for contacting UDOT. The 5-section head will give a green arrow when there are three or more cars there for three or more seconds before the opposing direction turns yellow. Our data shows that for the duration of the AM peak, the current time given to the WBL is sufficient 80% of the time, which does not warrant more time given to it. However, there may be an issue with the detection. Have you noticed a time where there are more than three cars and you haven't gotten a green arrow?

It does work if there are three cars. If there are two cars, its a guarantee the 2nd car has to sit through two light cycles, which is annoying, but I can see it's not likely to change.
