Apparently they do not have keys to the boxes, someone has pried one of them open. They could always get a coat hanger and hook it thru the holes in the poles - easy fix - or get a paper clip.

Didn't finish my sentence - sorry - or get a paper clip and pick the lock.
I have some bags at home - I'll bring some wire today and hang the roll from one of the poles.

Thank you, Brookhaven, for promptly acknowledging this request. There are now bags in two of the stations (that I've seen), and if it was indeed the City who acted on this, a big thank you. There is an empty station on the east side of the lake by the bridge. Hopefully, we will continue to see bags for park-users' pets. Jane G.
