After looking at it again, it seems that the cause of the noise is when trucks drive over the sewer manhole adjacent to this. It is set too low.

Good afternoon, the potholes were repaired on 5/18/20. This issue will be forwarded to the Water/Sewer Division for investigation of the settled manhole.
