This is an enforcement issue. I would be opposed to dividing the rotary with painted lanes within the rotary. Also the rotary is to avoid the need for a light, which in turn reduces the amount of braking, an environmentally desirable outcome.
This is an environmentally sensitive location. Drivers coming down Medford Street toward the rotary should anticipate their speed and go more slowly at the top of the hill, around 5 to 10 MPH below the speed limit further down, or 15 to 20 MPH as they approach the downward incline.
Yet we don't need more signs! Instead, perhaps Driver's Education should be mandated and include training on how to anticipate a vehicle's increase in speed caused by gravity, beginning at the top of a hill. Then drivers would know to adjust their speed - i.e. slow down - accordingly. This is true especially in light of the number of vehicles using the roads.
Also, speeding on a bridge should be considered a more serious offense than doing so on just a road.
If all drivers (even those that habitually exceed the speed limit) would slow down as they crossed a bridge, in general, the traffic would tend to space itself out more, and then it would be easier to cross the street.
Mystic Valley Parkway in Arlington along Lower Mystic Lake, as a matter of fact, has a sign - visible by drivers traveling down from the light, that says "WILDLIFE CROSIING." Furthermore, locals especially should slow down well before the rotary to avoid excessive braking. Similarly, they should slow down and let the incline do the work of stopping their vehicle if approaching a red light at Mystic Street, going up, the other way.
The way "everyone" drives is based on outdated customs.
