you can call PECO. they are really the proper one's to remove them. I called once and they were out the next day. if there are many, then Chester will have to be patient.

BTW, Bill, that is what it means. I was born and raised in that city and it was a clear indication of what is available for sale. If you don't believe me then try to take a pair down. With no clear indication that you're a city worker or a known resident of that neighborhood you will more than likely be retaliated against right then or later. Then just wait a few hours and another pair will be put back up. Business as usual.
