A new traffic study should be performed for this intersection and the intersection at 5th & Walnut. Rush hour traffic backs up on NW 6th, NW 5th, NE 10th, Harrison Ave, Walnut Ave and N Oklahoma Avenue for several blocks. The lights are not timed correctly, so that when a green light is given, traffic is so backed up at the next red light that flow is stifled, and cars wind up sitting through several traffic light cycles because there's no room to move forward.
