I reported this to the mayor's office. Although I understand driver's should slow down due to the stop sign, their response does not take into account a few important issues related to pedestrians.
I contacted our City Traffic Engineer and asked for his professional assessment of the situation. Below is his response to my inquiry.
"Although the speed limit is 40 MPH on Old Bullard, the intersection of Old Bullard and Chimney Rock has a 4-way stop. Therefore, vehicular speed is actually at zero. If pedestrians need to cross, this would be the safest location. Approaching and departing vehicles from the four-way stop should be well under 40 MPH with or without any speed limit sign. The 40 MPH is the maximum allowable speed for the entire corridor under ideal conditions. I don't believe that changing it just for this vicinity would have significant impact on speed. Lowering the speed to 30 MPH also has very little impact for pedestrians unless someone is jay-walking. This is typically ok for low volume residential streets but not a good idea for commercial areas."
I hope this information helps shed light on his approach to determining the speed limit in this area.

study, and of many contributing factors, emphasis on speed limits are somewhat vetted in the study. It is further vetted in the report that most drivers committed some type of unsafe act at the time, and further "...more attention may need to be paid to law enforcement and driver training." The findings state that "Pedestrian safety is an essential concern in planning and control of the transportation system." In this era of high technology, it is possible to identify streets, posted speed limits, lighting, signage other measures to fix and provide "safety systems and countermeasures" for more pedestrian-friendly cities, including Tyler, Texas.

Our governor vetoed legislation in 2009 in spite of the majority who voted to add pedestrian safety measures, and in spite of the infamous reputation of being in the top 3 states for pedestrian fatalities.

Even though the Governors' Highway Safety Association has a stated policy (see below), our governor vetoed additional pedestrian safety measures. Why? The crash data reports provide a means to document, these should be done correctly, yet they are often unreliable according to an audit done by the Texas department overseeing this function. Why? Enforcement of laws to protect pedestrians... Why not?
G.3 Pedestrian Safety
GHSA supports efforts to raise public awareness about the problem of pedestrian safety and encourages implementation of community-based pedestrian safety countermeasures.
Additionally, the Association urges state and local jurisdictions to implement special pedestrian safety emphasis programs for young children and older adults since these groups constitute the largest percentage of pedestrian fatalities and injuries.
GHSA also supports further research on pedestrian issues as well as monitoring and evaluating progress toward reducing pedestrian fatalities and injuries.
GHSA supports enforcement of traffic laws to protect pedestrians, in particular those laws protecting pedestrians crossing roadways at crosswalks

Texas typically ranks at the top of the national list for pedestrian, bicycle, motorcycle and car accidents. According to the Texas Department of Transportation, 211,006 people were injured in a motor vehicle crash in Texas during 2011.

Raised Medians and Pedestrian Refuge Areas
Pedestrian crashes account for about 12 percent of all traffic fatalities annually. Over 75 percent of these fatalities occur at non-intersection locations. On average, a pedestrian is killed in a motor vehicle crash every 120 minutes and one is injured every 8 minutes.2 Many of these crashes are preventable. By providing raised medians and pedestrian refuge islands, we can bring these crash numbers down, prevent injuries, and save lives.
The median is the area between opposing lanes of traffic—a median can either be open (pavement markings only) or they can be channelized (raised medians or islands) to separate various road users.

Providing raised medians or pedestrian refuge areas at pedestrian crossings at marked crosswalks has demonstrated a 46 percent reduction in pedestrian crashes. At unmarked crosswalk locations, pedestrian crashes have been reduced by 39 percent.3 Installing raised pedestrian refuge islands on the approaches to unsignalized intersections has had the most impact reducing pedestrian crashes.

MIDLAND - A Midland man is dead after being struck by a car on Monday night.
The accident happened after 7 p.m. near "A" Street and Texas Avenue in Midland.
Officials say they found 86-year-old George Huffman Landreth lying in the outside southbound lane of "A" Street.
We're told that Huffman was walking across "A" Street towards First Presbyterian Church and that's when an Oldsmobile hit him.
Apparently, the driver left the scene but called police from a nearby 7-11 to report that there had been an accident.
The accident is still under investigation and no charges have been filed.

Newly proposed legislation will require states to focus federal resources in areas where there have been an increase in pedestrian fatalities or injuries, one politician said.
U.S Rep. Joseph Crowley created the Pedestrian Fatalities Reduction Act of 2014 to help prevent another traffic fatality from occurring on New York City streets.

Crowley just wants to hear from the states how they’ll try to do better next time. Though the SHSP is required for federal funding, nowhere in his bill does it state that significant action or improvement is required to get that federal funding."
