Description
DPW, please consider allowing Right On Red for northbound vehicles at the intersection of Battery St and Pearl St. When this was a 3 lanes northbound road, with 1 lane to go straight past Battery Park and 2 lanes to turn right, it did not make sense for the right turn lanes to be able to Right On Red. This has been changed to 2 lanes northbound. Westbound vehicles at this intersection have the ability to turn Right On Red with a similar 2-lane configuration, it would seem like northbound vehicles should have the same ability. As with westbound vehicles, a digital sign that lights up to not allowed Right On Red when the pedestrian signal is active would seem appropriate at this location.

Would it be possible to get a "why" for that decision? As pertains to transparency of government decisions, seems like a real answer would be more constructive.
