This area is still an issue? The trash barrels have been out on the street all week and again are now overflowing with trash around them too. There was no snow or ice removal of any kind at either property. And still the 44-46 property is not owner occupied - isn't it supposed to have the owner or property manager contact information posted by ordinance? There is still trash overflowing?? If this was assigned for attention could you post what department is supposedly working on it because nothing has been done and now with another snowstorm it will only be worse.

I appreciate you looking into it and finding out when it will be resolved as there is no sign with the owner or property manager contact information for the 44-46 which I know is not owner occupied, I am unsure if 40-42 is owner occupied or not. here is a picture of more of them. this is how they stay so I do not think the truck picks them up as they are not put out to the street, pretty sure there is trash under that snow pile from previous storms. Again this is just going to become worse as more winter storms come and trash is neglected!

The picture with the construction debirs is not owner occupied. The building is three units. Are three or more unit building required to have the owner or management company name and contact number visibly posted by ordinance or not? No one seems to answer this question. Thank you Kristen.

How does this get closed when there still is not a sign at 44-46 to show who the owner or management company to contact is posted?

Could someone please acknowledge if non-owner occupied properties with more than 2 units need to have the owner name and contact information or the management company and contact information posted on the building? The snow removal on this property has created quite an issue in this area and now they are leaving the barrel for number 46 out on the street while number 44 never put theirs out because it appears buried? Well the snow is melting finally and I'm sure everyone thinks that is wonderful however not so much for Waugh Street as it only exposes all of the trash that still is not disposed of (last week it was put to the curb after the pick up and it remains there??) I understand that there may not be many inspectors but I would like to think when neighborhoods provide you with information that you would have the proper department follow up?? This is not understandable to me as to why this has been allowed to go on for months???

Here is yet another photo. Can you please have the proper department address this issue! This was reported to the city over fur months ago and yet the trash is still there? This is a health concern!!

The trash bins in this picture have now been sitting on the street since last Friday? After the pickup was done? Why is it when this is reported that the City cannot do anything about it? If we have to follow the ordinances shouldn't everyone? Or perhaps the New Hampshire absentee property owner needs to be reminded that he must maintain the property? And again there still is nothing posted with the owner contact information or property management company information so how is the neighborhood supposed to know who to contact when the City does not assist?

I did not realize that the Code was only for vacant and foreclosed properties? So the only way neighbors can have these issues resolved when the landlord is absent is through "the appropriate staff" in the city's various departments? This "concern" -actually a complaint- has now been going on for four months and continues to get worse as can be seen in the photos. This continual growth of trash not only causes blight to the neighborhood but also is a health concern even more so now that warmer weather is going to bring more animals around. I do hope that this can finally be addressed, 4 months is far to long for the city to allow this to happen!

This issue has been re-assigned to our Senior Inspector for further investigation.

That is appreciated as there are barrels still sitting on the street from last week, but I guess that's a good thing because it means at least one will get pick up tomorrow which is the actual pick up day. These two properties need to be address, especially 44, 46 which is not owner occupied and the neighborhood has no way of knowing how to notify this absentee landlord that the property is not being kept picked up at a minimum.

I wonder if the Senior Inspector will inspect the properties over the weekend while the neighbors watch the bins stay on the street? Again this is ongoing and it really should not take from November for it to be addressed? Enjoy your weekend.

This is still on the street but the Waste Management driver did also manage to go between the properties at 40/42 and 44/26 and empty all of those barrels. The last picture did not appear with the post that asked why the Waste Management driver came yesterday, clearly well after when the street was done last Friday, and entered onto the property at 40/42 and 44/46 and brought the overflowing barrels out to the trash, emptied them and then returned them to the property. I pay taxes the same as this absentee landlord at 44/46 and want to know how I can get them to come and get my trash too so that I do not have to drag the heavy barrel to the street curb with disabilities. I would like something done about this other than just a post of assigned or acknowledged or I guess this will have to be sent to the city manager and council to properly address. Thank you.

Another two weeks have gone by?? While some of the trash has been removed from the private property by the truck operators going onto the property to get it there still remains a mess and I again would like the city to address this and please tell the rest of the neighbors how we can get Waste Management to come onto our property and get the barrels so we do not have to put them out at the curb -- this is a service I would like to receive for my tax dollars also. Yes, it's been another week and still there is trash and debris around. Would you want this across from you and your property? Why can the city not have something done about this as I think it will probably only get worse now that college is ending and everyone moving out will leave behind all the junk!

Is anyone going to come and check this street for trash and barrels left out on the street all the time. Why are apartments not checked when people move in and out all the time. Where are all the inspectors? When the city is told there is a problem they can at least pretend to try to fix it.

Also as college begins I wonder if apartments in this neighbhood will be inspected before students begin moving back into them?

I doubt it. Nothing is done in this city. Assign it to anyone it still will not be fixed. I pay taxes in this city and I am really getting sick of all of these issues that are never taken care of. Must be a bunch of dummies running this city. Get out and look around workers at city hall and see the mess this city is turning into especially the upper highlands!!!!!!!!!!!!!!!!!

I will be sure to notify you if it still a problem. But I would also like to request that this be forwarded to the proper department for inspections due to people moving in and out. Again, thank you for speaking with the tenants but I think it is the landlord that you need to speak with. Now there are pieces of drywall there with other wood from what looks like it might be construction. I again request that this be forwarded to the proper department for inspections as now with the college students moving in it appears that there are quite a few more people living there. It is now Wednesday and the bins are still on the sidewalk? The drywall is gone but there is still wood around. and there is a vehicle with an expired inspection sticker that has not moved at all. Does any department do inspections of properties or follow up when things are posted here? I see the follow up in August but that looks like the only one, why is the landlord not fined for this? As a landlord I make sure my tenants do not leave the bins out so why do others? I again ask for someone to please have the landlord take care of this because I don't think college kids will do it.Thank you.

Okay, so the bin stayed on the curb and was picked up and emptied today. Let us now see if it put away this week? It wasn't last week. Again this week all the recycle bins were put out and this is not the recycle week??? The street still has recycle bins on it from last week, not just this property but others on the street. I think the citys SWR Office needs to do more education especially when specific areas are reported to the citys attention. Please help to keep this street clear.

It was great to see the inspector put the carts in the yard on Saturday as he picked up the trash in the yard too. Hoping it helps but the street still has recylce bins down it so I don't know?? Hope it does and hope that the message above were also sent to the other departments for the wood trash that is there and the car that is parked there. Thank you for helping.

Unfortunately I guess the inspector puting a sticket on the carts did not deliver the message. It did keep the bins off the curb but it also keep them off the curb when the trash was picked up this week which means now they will be overflowing and animals will be back around. There is already alot of skunks and racoons and the trash around the street already causes that I know but now overflowing bins is going to give them more to find to eat. I think the city needs to work more or fine the owner when the trash is not put out or the bins are not properly taken care of. I invite you personally, not one of the departments inspectors to walk Waugh Street and decide if this would be acceptable on your street. I am disappointed that this is continued to be allowed. The street is filthy and this property is setting the example for others and it is being alllowed unfortunately.

*not leaving this acknowledged* to neighborhood member: i am having the same issue(s) in getting some requests met on my street, this post is another perfect example of how useless bringing these issues up is, perhaps we should go to the weekly city hall meeting and bring it up there and/or talk to a lowell sun editor/reporter to get the city of lowell's attention? Thank you Paul. My point exactly. Why tell the city if they are not going to work to fix the problem. I understand there excuse they don't have enough staff but we are trying to help by letting them know the areas that have problems and still it is not fixed and this area is getting worse now with all the college kids moving in and some landlords using houses as rooming houses. I wish the city council would look at this information here and see how long this one issue has been going on with nothing changed and then see why others are starting to say why should I bother. So here is our neighborhood again with the trash not put out at 46 Waugh Street and the bin has spilled all over the yard!!!!! What does it take for this to become important to the city or for the city to realize that college kids are not going to listen, maybe you need to speak to the absentee landlord who we know have found out is maybe using this as a rooming house and even has it declared as a homestead property??????? Homestead property when you live in new hampshire. Please Lowell what is going on and why wont you help us!!! The trash and construstion things are the worst but when we went in the back today it is horrible how overgrown it is. This should not be allowed when the rest of us can not do it or is it now okay for us too.
