Ongoing residential construction on three projects in Silver Spring needlessly closed sidewalks, forcing pedestrians to either navigate confusing, circuitous detours or to walk in the roadway. This results in unnecessary risks. Furthermore, a sidewalk was moved and cars park in front of it, making not ADA accessible. The building at 1200 East/West Highway is the biggest offender, with an unfinished sidewalk/front for over six months.

I think I know where you're talking about and it's under SHA purview. Maybe drop a note to the district engineer (DE) and contact local legislatoes (Sen Raskin I think and Del Hucker?). Here's the DE's contact:

Those sidewalks have been closed for construction since 2007...

To be clear, the sidewalk in front of 1200 East-West Hwy has been torn up and closed for years now, ever since construction started. The insult to injury is that the building has been completed and open to residents for over six months, but the developer has not returned to finish the front landscaping/sidewalk restoration -- so it's still a blocked-off debris heap, with a perpetual row of parked cars in a too-narrow parking lane, spilling over dangerously into the right lane of eastbound East-West Hwy.

I leave for work in the early morning hours and more than once I have seen a FAR too close of a call for pedestrians who are forced to walk in the street or are unobstructed from a driver's view by the construction site on the corner of East West and Blair Mill. There isn't suppose to be parking in front of the building at 1200 East-West Highway, but there is anyway since no one bothers to enforce the signs saying no parking except emergency vehicles.

Three years is FAR too long for this project.
