Not an official response from the city, but the purpose of the new blue bin is to help the truck driver with automated lifting system which will save the driver time and effort, by placing your bag on the ground maintains the extra labor the contractor wishes to save.

Thanks for the info. Not to do w/ your response, I believe it - but seems comical to save the driver from doing any work when the price went up to pick up the trash and $29.00 for a bulk item. Increase the money and less work.
