Is this not one of those weird townhouses with the sunken driveways??? While I agree the truck is jutting out onto the sidewalk, I have seen the difficulty people have had using these driveways. Probably a contractor for the house.

If you can't fit your vehicle in the driveway without blocking a sidewalk, then it doesn't belong there. You don't get to park on a sidewalk just because you have a big truck. Contractor should have gotten a street parking permit and parked on the street in front of this property if they couldn't fit their truck. Unacceptable.
