Just as a side note, the New Haven Noise Ordinance limits construction, demolition work, blasting and the use of domestic power equipment to the hours of 7am until 10pm Monday through Saturday and from 9am until 9pm on Sundays. Unless this is happening on a Sunday, they're within the law to operate a blower at that time. However I've found that simply walking over and discussing the issue with the operator often works in getting them to do the work a little later in the morning.
