Description
Heading south on SOM center rd, can't legally get in right hand lane to turn onto RT 2 west. There is a solid white line from the intersection and it is illegal to switch lanes in the middle of an intersection, the preceding intersection is a right turn only line. No wonder drivers don't know it's illegal to cross a solid white line.

You explained it yourself. It is used to discourage changing lanes, as it is not a lane that is through to the next intersection. And it's not a solid line either.
Stop looking at the GPS and watch the road.

Thanks Rockets that is a very informative website that supports my solution to mark the road with a dashed white line from Curtis and then change it to a solid white line 30 feet before the turn/intersection.

"Standard:
When used, lane line pavement markings delineating the separation of traffic lanes that have the same direction of travel shall be white.

Standard:
Where crossing the lane line markings with care is permitted, the lane line markings shall consist of a normal broken white line.
Where crossing the lane line markings is discouraged, the lane line markings shall consist of a normal solid white line."
