building structures on the roof... unsafe

the entire neighborhood is SICK of these idiots - loud music, running extension cords outside to play music, parties on the roof, illegal "roof deck" with furniture, bbq, etc, motorcycle repairs blocking the sidewalk, chickens on the roof that can be heard from 4 blocks away, graffiti "art" on the street and sidewalk, running an illegal hotel... c'mon - can you please send an inspector over there to tag these clowns for violations?!? the rest of us comply with DBI - why are they allowed to creat problems for the community by doing whatever they please??!!??
