It is preventing the Republic Services trash trucks from using the turnaround, which is causing the trucks to have to pull into private driveways in order to turn around. The turnaround must also be kept clear for fire trucks, so in addition to violating Article 3 , 1-6.301 v. of the City of Walnut Creek Nuisance code, the vehicle also poses a safety hazard.
