This has been an issue for years: http://seeclickfix.com/issues/1681-bicycle-storage-desperately-needed-at-union-station
Have even the auxiliary racks next to the surface lot filled up? (near the far corner of the parking garage, behind the parking booth). Those are the ones I prefer to use. The racks next to the street are too exposed for me to feel comfortable anyway.
