I travel to the Chesterfield Town Center area weekdays early in the morning on weekdays. The light at Walmart Way and Midlothian Tpk. has a very short duration green for east-bound traffic. It turns green for non-existant traffic from Wal-Mart and then non-existant west bound left turn traffic before turning green for the east bound traffic. This causes a delay and the burning of a lot of gas idiling for east bound traffic. Any way to get this cycle turned to "demand" at the early morning (3:30 to 4:00 AM) traffic
