They are supposed to be "obscured", either by bushes, or by putting cans into a closed chest like the beige plastic chests you put outdoor cushions, umbrellas etc in, only much larger. I assume that there are 4 tenants there. Why dont they put them into the basement? Call JCIA and ask for an inspector. I had a childcare agency next door to me that just chained a trash can to their outside, on the sidewalk. The inspector made them get a chest .

No cause upon inspection.

The detritus was left out for at least 5 days, and finally someone decided to put trash on the street, so yes, by the time someone actually came to eyeball, the problem was non there. But no worries, it will recur, and I will tenaciously report. The lids fly open in the wind, and the cans could be located on the lower level, where they would be less intrusive. Like all the other cans on the block, but somehow even though we have other rules and regs for historic districts, trash receptacles are permitted to slum up the neighborhood. # inconsistent

I was told by HPC that there's nothing to be done. I can't paint my door, but I can obscure it with huge trash cans.

Why can't you paint your door?

My point was that there are controls in place via Historic Preservation that dictate paint colors and styles on historic district homes. And yet, if I want to, I can make the street look crappy by installing huge trash receptacles in front of my house, and even allow them to overflow or blow open onto my neighbor's property (and hit her on occasion).

I think this complaint is absurd. It seriously takes away from the legitimate concerns in Jersey City.

Yes, I agree the streets would be more beautiful with garbage cans out of site, but there are bigger fish to fry.

You are right Hilarya. I never thought I would think about garbage so much. There is an ordinance covering this because its a problem, and it bothers people. Its an easy way, believe it or not, to know right away whether a house's owner lives there or not. Most people find a way to hide them because they are ugly, overflowing, uncovered sometimes, etc. I think it is one of those things that just drives your neighbors crazy every day . Its a small thing but the kind of thing that really annoys people, like someone tieing a bike to a street tree or traffic sign.

It wasn't fixed, but I defer to the needs of the group. That said, each neighborhood has its own quality of life issues. Some neighborhoods have chronic graffiti defacement; some have double parked construction vehicles. Paulus Hook is lucky...now. The Historic Paulus Hook Association has worked very, very hard since the 70s, when it was formed and even more over the last 20 years of what could have been 24/7 construction to assure that our neighborhood wasn't pounded by pole drivers from 6am to dark, wasn't completely covered in dust and construction debris, wasn't pushed out of parking spaces by contractors - many of the things being experienced by other neighborhoods now. So yes, for the moment we have a lull in construction (soon to start up again, with a Chinese construction company on the waterfront), and so smaller things come into sharper focus. I hope every neighborhood gets to that point.
