I would really like to see the property owner of this area slap with a big fine for this is just going to keep happening over and over again unless the city takes it seriously

This is a continuing problem that is becoming a safety problem for our neighborhood. While the garbage is an eyesore, there seems to be an increase in suspicious behavior; people canvassing houses and collecting items from garbage piles.
