This guy has been living illegally in a city park for more than two years. Multiple calls to EPD, the city, county homeless services, etc. have been ignored. He is collecting an ever-growing pile of bicycles and other junk. The city has said repeatedly that action will be taken “if warranted”. When do we meet this threshold?
