Please call Code Enforcement (510)238-3381. Give the exact address / explain it's a vacant lot (and probably private property). It's a must to actually talk to someone in that office; they are usually polite and helpful. Get a report # for future reference. Write down who you spoke with. Be prepared to have some time pass before an inspector goes to look at this. Then be ready to follow-up by calling back and inquiring...the property owner gets a "courtesy notice" and then has 3 weeks to comply. They don't necessarily comply or comply fully.
