Another lot is being covered in astroturf (synthetic turf) that doesn't allow for rain water to soak in. Is this even allowed in St. Petersburg?

Currently the code only allows a percentage of the front yard to be made of a non-permeable surface. We will be forwarding this to the Codes compliance department for two addresses to review as noted on the street thank you for your help
